Starla Dusteen Garcia of San Antonio killed by wrong way driver

Starla Dusteen Garcia was killed by a wrong way driver around midnight on Saturday. 42 year-old Starla Dusteen Garcia was a resident of San Antonio. At the time of the accident, Starla was travelling northbound on I-35 in Moore, Oklahoma. Starla was struck head on by 21 year-old Connor Otis of Norman, Oklahoma who was traveling in the wrong direction on the highway. Otis also struck a concrete barrier and two more vehicles before his vehicle came to a stop.

Starla was pronounced dead at the scene. Otis was taken to a nearby medical center in critical condition. A woman believed to be a passenger on one of the vehicles, 39 year-old Dalana Tyler was also transported to an area hospital where she remains in stable condition.

What would prompt a person to travel in the wrong direction on the highway and cause a wrongful death? Was Connor Otis intoxicated before he got behind the wheel?

In recent years, wrong way crashes have increased at an alarming rate. Many of these accident have been caused by intoxicated drivers.
